What 'carbon neutral' has to disclose for a label to actually count

Two products sit on the same shelf. Both say "carbon neutral" on the label. Both look equally credible from a distance. But only one of them had to measure anything, offset anything, or let an outside body check their work.

That gap is exactly where "carbon neutral" gets misused. And it is why we do not let the phrase stand unexamined at Poplar & Main.

Why 'carbon neutral' is not self-defining

Unlike, say, a nutrition label, "carbon neutral" has no single legal definition that all brands must follow. A company can print it without measuring its full emissions footprint. It can print it without disclosing what it offset, or how. It can print it and face no automatic outside review.

The FTC Green Guides — the Federal Trade Commission's guidelines for environmental marketing claims — flag unqualified carbon claims as potentially misleading when they are not backed by competent and reliable evidence. The Green Guides are clear: a broad claim like "carbon neutral" implies something total and verified. If it is not, the brand should say so explicitly, or not say it at all.

But the FTC Green Guides set the floor for honesty. They are not a certification. They do not put a seal on the package. Shoppers reading a label cannot tell whether a brand is in compliance or not. The word alone tells you nothing.

What a real standard actually requires

This is where credible frameworks do the work the phrase cannot do on its own.

PAS 2060 — the publicly available specification published by the British Standards Institution for demonstrating carbon neutrality — is one of the most rigorous frameworks available. It requires four things a self-reported claim does not: a full carbon footprint measurement, a written commitment to reduce emissions over time, a disclosure statement that explains what is being neutralized and how, and third-party verification of all of the above.

PAS 2060 does not allow a brand to offset its way to a claim without also having a reduction plan. Offsets can fill the remaining gap. They cannot be the whole answer.

ISO 14068 — the International Organization for Standardization's standard for carbon neutrality, formally titled ISO 14068-1 — builds on the same principles and sets them within ISO's global framework for environmental management. Like PAS 2060, it requires quantification of the full footprint, a reduction trajectory, and independent third-party verification. It also requires transparent public disclosure so that anyone can review what was claimed and how it was substantiated.

Both standards treat carbon neutrality as a process, not a destination. A brand cannot declare it once and walk away. The claim requires ongoing measurement, reporting, and renewal.

What disclosure actually looks like

A credible carbon neutral claim answers four plain questions:

  • What emissions were measured — and across what scope? (Manufacturing only? Shipping? End of life?)
  • What is the plan to reduce those emissions over time?
  • What was offset, through what mechanism, and verified by whom?
  • Who conducted the third-party verification, and is that documentation publicly available?

A label that cannot answer these questions is not a carbon neutral claim. It is a carbon neutral aspiration — and those are not the same thing.

How we read this at Poplar & Main

When a brand uses the phrase "carbon neutral," we look for the anchor. Is it backed by PAS 2060? By ISO 14068? Is there a verification body named, a disclosure document linked, a reduction commitment on record?

If the answer is no, the claim does not move the needle for us. We are not looking to catch brands out. We are looking for brands that did the work — measured honestly, reduced where they could, offset transparently, and let someone else check the math.

Carbon neutrality is worth pursuing. It is also worth saying clearly. A claim is what a brand puts on a label. A certification built on frameworks like PAS 2060 or ISO 14068 is what makes that claim something you can actually hold them to.
